Unrelated, but while they’re obviously referring to raptors, most birds are birds of prey, at least partly. Condors not so much, they’re birds of carrion. But hummingbirds prey on small flying bugs, tits eat critters in bushes, chickens prey on lizards, snakes, rodents and each other. Penguins are fearsome birds of prey!

EDIT: I have a memory of my grandfather saying Romulans gave it to Klingons.
