Bad headline. It’s not “delayed”, it’s taking place at the originally intended point.
The decision will be made after "The War Between Land and Sea", which was bumped to 2026. So it is sorta delayed, but only because the thing they're waiting for was delayed.
Was it bumped? No announcement was made of a 2025 release.

The series is done (ready for broadcast) and just waiting to find an exact release date.

Which is silly because there is a 0% chance "The War Between Land and Sea" will do well enough to convince Disney to sign on for more seasons. Doctor Who spinoffs just don't pull in the level of audience required.
The truth is the BBC doesn't want to pay for Doctor Who, but they will if their hand is forced. Disney is in no rush to force their hand because they were just dipping their toes in and if it doesn't work no harm to them.
Which means the earliest we see a new Doctor Who is Christmas 2026, but more likely Christmas 2027.

Thank you! A lot of people didn't seem to like Torchwood, but I did. Honestly it was not that good, but I still liked it.
Luther is like Torchwood but better, minus all the sci-fi though. I mean it's a gritty cop show set in the UK, and Idris Elba pulls audiences for the same reason Barrowman used to.
Oh yeah, they're probably not bringing Barrowman back because he exposed himself to other cast members. He said he only did it for laughs and never to an audience, only the cast members, but that was enough to get him canceled. So a future Torchwood would be Eve Myles (Gwyn Cooper) only, since other than Harkness, IIRC she's the only survivor. So she'd be leading the branch with new characters, or maybe some Dr Who alumni, like I can see Martha Jones joining, maybe get Mickey (Rose Tyler's boyfriend) and some new guy. Cooper as the copper, Jones as the scientist, Mickey's the comic relief... so that just leaves muscle?
1-3 were great even if it broke my heart (MY POOR JACK AND IANTO) and i know people don't like miracle day as much but i did love it even if esther deserved better! they actually did do more torchwood on big finish so they could always do something with that - or with the new unit crew maybe ruby or yaz or something. i agree barrowman does not need to come back heck if you need a time traveller bring back jonathan groff as rogue or james marsters as john hart.

Disney didn’t particularly want it in the first place. BBC Studios just played their hand very well by packaging it with Bluey.
